Great presentation by Dan North of Thoughtworks on “Our Obsession with Efficiency”:

Effectiveness is often inefficient

He mentions Throughput Accounting in there, which sounds like a kanban approach to replacing budgets. Theory of Constraints is also something he talks about, which sounds like the theorized explanation of why pre-optimizations don't work.
